File Attachements are empty when downloading

We are having issues when trying to download file attachments in
Fiori. The file downloads as a file called "entity" while the file is called
something else. The file is 0K and blank. It happens with all file types
and all methods we try (mobile,IE and Chrome). It also happens with all
types of files (.txt,.pdf,docx.) I did confirm that the attachment is ok on the ECC side.

1. Click Purchase request tile and open the purchase req
2. Click the attachments icon
3. Click the attachment to download
