We had implemented HCM Fiori App for a customer mid last year and then implemented few procurement releated apps as a part of procurement fiori app imlementation we upgraded the launchpad ui addons to 1.28.23.
After moving procurement related apps to production HCM fiori apps stoped working on desktop.
